Dr Jack H. Winters received
the B.S.E.E. degree from the University of
Cincinnati, Cincinnati, OH, in 1977, and the M.S.
and Ph.D. degrees in Electrical Engineering from
The Ohio State University, Columbus, in 1978 and
1981, respectively.
Since 1981, he was with AT&T in the research
area for over 20 years, where his last position was
Division Manager of the Wireless Systems Research
Division at AT&T Labs-Research. At AT&T, he did
research on wireless and optical systems, including
pioneering research on MIMO and smart antennas for wireless systems, and
equalization for optical systems.
Since 2002, he has been consulting for
wireless and optical systems, and he is currently also Chief Scientist at
Motia, Inc., CTO at Foremay, Inc., which he co-founded, VP of Systems
Engineering at Eigent Technologies, Inc., which he also co-founded, and an
Adjunct Professor at Stevens Institute of Technology.
Dr. Winters is a Fellow of the IEEE, an Area Editor for Transmission
Systems for the IEEE TRANSACTIONS ON COMMUNICATIONS, and a New
Jersey Inventor of the Year for 2001, with 48 issued patents.
Dr. Rabinder N. Madan

Dr. Rabinder N. Madan, Ph.D. Fellow IEEE, is a Program Officer at the Office of Naval Research. He received his B.Sc. (Hons) and M.Sc. in Physics from the St. Stephen’s College, Delhi and a Ph. D. in Theoretical Physics from Princeton University. In his current position as Program Officer at the Office of Naval Research, he directs and manages programs in Tracking, Networked Sensing, Signal Processing, Information Fusion and Surveillance. In the past he has held faculty positions at the Universities of California, Massachusetts and North Carolina and was a Senior Scientist at Hughes Aircraft Co.
His interests and publications are in information sciences, signal processing, communications theory, nonlinear phenomenon, variation and optimization principles, scattering theory and principles of radar. He maintains an Ex-Officio membership in SPTM, interacts with the signal processing community through his participation and support for students at ICASSP and other signal processing related workshops and conferences. In 1989 he was awarded the IETE J. C. Bose Memorial Award for the best paper in Science and Engineering. He is a Life Fellow of the IEEE and a Fellow of the Institute of Mathematics and its Applications. He serves as the Editor-in-Chief of the Journal of the Franklin Institute.
Dr. Arun Mehta

Dr. Arun Mehta is Professor and chairman of the Department of Computer Engineering at JMIT, Radaur, Haryana in India and President of Bidirectional Access Promotion Society (BAPSI), India. He obtained his B. Tech degree from IIT Delhi in 1975, Masters in Computer Sciences from the State University of Stony Brook and PhD from Ruhr University, Bochum, Germany in 1987.
Dr. Rohan Samarajiva

Rohan Samarajiva, is Executive Director of LIRNEasia, a regional ICT policy and regulation research and capacity building organization, based in Colombo but active across South and Southeast Asia. He is Chairman of the Lanka Software Foundation and serves as Senior Advisor to the Networking Grassroot Movement of Sarvodaya (Sri Lanka’s leading Community Based Organization) and on the ICT Subcommittee of the Ceylon Chamber of Commerce. He serves on the editorial boards of seven academic journals and writes an online business column.
